Department’s circular January 27, 3 p.m. Dominion [Dominican] Minister for Foreign Affairs43 today said that he would issue instructions shortly to his representative in Rio which will be in accordance with the Department’s views on the Neutrality Committee. The serious illness of the President during the past few weeks was, according to the Secretary, delaying approval of such matters.
