Referring to the Department’s strictly confidential circular telegram of July 11, 4 p.m.,⁸² I informed President Carías of the contents thereof and he will be very pleased to have the proposed staff conversations take place at the pleasure of the United States Government. His attitude is one of complete cooperation.
