81. My No. 79, May 31, 3  p.m. President Vincent called me over this morning and requested that I telegraph the Department that the more he had reflected on the suggested procedure, the more he felt that it did not meet the urgency of the present grave situation.
President Vincent reiterated his great preference for immediate action envisaging concrete defense works here which would be a physical manifestation to the Haitian people of American support.
