The Minister in Uruguay (Wilson) to the Secretary of State

301. The newspapers carry a press item from Washington dated yesterday to the effect that Jesse Jones announced that the Export-Import Bank had granted “a loan of $7,500,000 to Uruguay”. The President of the Bank of the Republic31 has telephoned me to inquire if I have any information regarding this report. He states that he has received no word from the Export-Import Bank subsequent to the message conveyed in the Department’s telegram No. 143, November 16, 3 p.m.32

Please telegraph me whether this announcement refers to a credit of $7,500,000 granted to the Government of Uruguay as requested in [Page 1173] Charlone’s33 memorandum of October 1 (my despatch No. 598, October 234), or whether it is an increase to $7,500,000 of the credit in favor of the Bank of the Republic mentioned in the Department’s telegram 143.34

The President of the Bank of the Republic evidently has been expecting to receive the text of the “formal agreement” mentioned in the Department’s telegram under reference.
