Your 188, August 19, 6 p.m. According to our information, all shipments to Ecuador except government orders have been held up since Monday.58 This situation is costly and confusing, and will become more so unless clarified promptly. Please emphasize the seriousness of this situation in accordance with Department’s 116 August 17 and endeavor to persuade the Ecuadoran authorities to issue instructions to consuls to certify shipments as heretofore pending clarification of the whole matter.
