Your 83, May 31, 7 p.m. You may inform the Foreign Minister that we are willing to consider May 9 as the date of formal notice by [Page 865] the Ecuadoran Government under the currency clause of Article VII of the agreement; likewise, that the manner and extent of the proposed restrictions on schedule products, which would of course apply to imports of the affected products from all countries, appear in substance to be satisfactory.
More detailed instructions cannot be sent until we receive your despatch 1046.48 It is hoped that it may be possible to conclude arrangements so as to permit the imposition of restrictions beginning June 10.
