The Ambassador in Poland (Biddle), Temporarily in France, to the Secretary of State

16. I am leaving for Angers32 accompanied by Mr. and Mrs. Elbrick,33 Miss McQuatters34 and my wife and Moszczynski34 on the morning November 12. I signed a lease effective on October 23 for the rental of the Chateau de Plessisboure, on a month to month basis. Inasmuch as the rental charges plus heat and light for this residence property will exceed the maximum allowable to chiefs of mission under the standardized regulations covering rent, heat and light allowances I assume the Department will prefer to grant me the maximum allowable.

The Elbricks and Miss McQuatters will live at the Hotel Anjou at Angers where I shall establish the Embassy offices for the time being. I recommend that rent allowance and cost of living allowances be granted them on the same basis as officers and clerks in the Paris Embassy.

I shall submit by pouch estimates for contingent and miscellaneous expenses.

It is believed desirable for the time being to handle telegrams to and from the department through the Paris Embassy which will relay them. I am taking with me to Angers only the Gray Code.
