Legally all nations except British East Africa; in practice non-sterling [sterling?] countries favored.
No, but most applications are being disapproved and those approved delayed.
Permits to import from sterling areas approved immediately.
Not legal requirement but advisable.
Essentially same as 171 of September 3 which also applies Zanzibar.

All of British East Africa has exchange export and import controls essentially the same.
