176. Your 179, October 11, 6 p.m.,15 and telegram from Yepis of October 10, 2 p.m. Yepis authorized to proceed Cuidad Obregón for purpose indicated in his telegram. He is being instructed to make it entirely clear that he is acting in an unofficial and personal capacity and that in rendering requested assistance he is not engaging the responsibility of this Government in any way. The Department assumes of course that his cooperation in the matter will be agreeable to all parties concerned.
