My 73, December 22, 2 p.m. Immediate public announcement of intention to negotiate with Ecuador while delegation in Buenos Aires might well affect opinion here adversely since it is not probable that any similar announcement will be made regarding negotiations with Argentine before our departure. Please, therefore, postpone announcement regarding Ecuador until after January 1.
