101. In conversation with the Foreign Minister he said that President Lopez of Colombia was eager to carry through the idea of a Pan American League of Nations.20 The Foreign Minister added that he thought it would be a great mistake to bring this up at the impending Buenos Aires conference, that it should more properly go over for consideration by the conference of American States in Lima in 1938.
