My 195, September 22, 5 p.m. Standard Oil Company informs me that discussions between Harden and Brousson and the [Page 196] Argentine authorities are continuing, the latter pressing for the acceptance of a marketing arrangement still unacceptable to the company on a business basis. Harden and Brousson presented their case both verbally and in writing to President Justo on September 26. They inform me that smaller companies are also continuing to refuse to sign marketing arrangement.
