Memorandum by the Under Secretary of State (Phillips)

During the call of the Japanese Ambassador at my office this afternoon I asked him whether he had any information about a new Minister of Foreign Affairs, and said that I supposed the Premier would not be able to occupy both offices for very long. Mr. Saito said that according to his latest information Mr. Arita, the present Japanese Ambassador to China, would be named Minister of Foreign Affairs. He felt that the Japanese political situation resembled somewhat a boil which had now burst and which would quiet down for a considerable time.
