32. The following statement is made in telegram from Consulate at Geneva dated June 23, noon, reporting on Montreux Conference “The Polish Minister returning from a private conversation with the Turkish Foreign Minister at Montreux tells me that Aras informed him that Turkey had given direct commercial assurances to the United States and Poland, the inference being that these were the only nonconference powers to which they had been accorded.”

In speaking of “direct commercial assurances to the United States” is it your understanding that the Turkish Foreign Minister was referring to his statement to you on April 22 covered in the second paragraph on page 4 of enclosure No. 127 to your despatch No. 22 of April 23? If so, please indicate whether in your opinion the statement of the Foreign Minister was intended as a specific assurance to this Government or as background information.
