The Acting Secretary of State to the Consul General at Sydney (Moffat)

Representative Maas of Minnesota has brought to me a letter from Brandtjen and Kluge regarding shipments of printing presses which have arrived at Sydney, Melbourne and Adelaide and stating that their agents, S. Cooke Proprietary Limited of Melbourne, have been unable to obtain entry permits.

I would like your opinion whether the special circumstances of these machines having already been unladen in Australia might not, upon special representations being made by you, be given consideration. In general, do you think that special representations in specific cases would be of avail in securing import permits.
