The Chargé in the United Kingdom (Atherton) to the Secretary of State

171. Department’s 55, February 15, 1 p.m. Foreign Office hopes full powers for the signature of the Convention in respect of the United Kingdom, Australia and New Zealand will be ready for despatch to British Ambassador, Washington, early next week and agrees that accessions to the original Convention of 1899, as supplemented by the Convention of 1902, will remain unaffected by the coming into operation of the supplementary Convention.
