The Ambassador in the United Kingdom (Bingham) to the Secretary of State
[Received July 28—2:25 p.m.]
378. Your 283, July 25, 4 p.m. When I saw Eden this morning I referred to Runciman’s speech and said that while I was glad such a statement had been made I regretted it had not gone further. Eden said he also regretted it, but that the opportunity came for Runciman to make this statement in the House of Commons without time for him to amend the statement Runciman had prepared and that both he and Runciman agreed that it would be better to go on with the statement which was ready rather than to postpone it and perhaps bring it in on another occasion outside of the House of Commons.
