283. Department’s 234, July 3, and your 349, July 16.41 The British Ambassador came to see me on July 20 and handed me as a matter of courtesy an extract of Mr. Runciman’s speech that you transmitted in your 349. In the light of this speech believe it advisable that memorandum transmitted in Department’s 234 be not presented until revised. Department will transmit revision.
