Memorandum by the Acting Secretary of State of a Conversation With the Polish Ambassador (Potocki)

The only specific matter the Ambassador desired to mention had reference to the agreement between Germany and Japan, which has been fully reported in the newspapers. He desired to know whether we have received any information to the effect that Poland is a party to the agreement or proposes to be a party to the agreement, and I answered that question in the negative. He then said he wished us to understand that is the correct answer, since Poland has no intention of becoming complicated in the situation to which the agreement pertains. He said a Rumanian Commission is now in Poland headed by the Rumanian Minister of Foreign Affairs, and mentioned the close arrangement between the two countries to cooperate for self-protection.
