11. For Davis, London. My 10, January 13, 6 p.m.20 Hirota21 tonight confirmed to me personally and definitely that he had won out in his contest with the Navy over immediate withdrawal of the Japanese delegation from London. He said that while Admiral Nagano might return to Tokyo he hoped and expected that Ambassador Nagai22 would remain in the Conference.
