119. Your 264, March 29, 11 a.m. I want you to know how fully we appreciate the splendid work you have done in obtaining Parliamentary approval on this treaty. We have received numerous expressions of appreciation from interested American concerns. I am sure you are lending every effort to getting immediate exchange of ratifications, but I do hope that there will not be much more delay in accomplishing such an exchange. The announcement of an exchange of ratifications would certainly create a more favorable attitude here for the reception of the announcement which may be made with regard to intention to negotiate a trade agreement with France.48
