The Ambassador in France (Straus) to the Secretary of State

Sir: I have the honor to confirm my telegram No. 310 of April 9, 11 a.m., 1935,49 stating that the exchange of ratifications of the double taxation convention and protocol of April 27, 1932, took place this morning at the Quai d’Orsay. There is sent under separate cover, for the Department’s archives, the French instrument of ratification as well as a copy of the protocol attesting to the exchange signed by the Minister for Foreign Affairs, Monsieur Laval, and myself.

As a matter of record I also transmit herewith an excerpt from the Journal Officiel of April 6, 1935,49 containing the text of the law by which the French Parliament approved the convention, signed by the President of the Republic on April 5, 1935.

It should be reported that at the time of the exchange of ratifications no mention was made by the French authorities of the resolution of Parliament providing for approaching the American Government on the subject of securing for French interests further assurances with regard to taxation in the United States.
