77. Your 92, November 20, 6 p.m. Culbertson, now in Paris, has been directed to proceed at once to Brussels to consult with you and appropriate Belgian officials concerning the proposed tire quota. Since he was a negotiator of the Belgian trade agreement, the Department would like to have his recommendations before deciding upon its course of action.
