15. Legation at Bucharest telegraphs that Rumanian Government has granted a transit visa to Insull and that latter is expected in [Page 570] Rumania within 48 hours. The American Ministers at Bucharest, Sofia and Belgrade are being instructed to request Insull’s provisional arrest and detention if and when he enters the territory of the countries to which they are respectively accredited.
