25. Your 15, March 7, 7 p.m. The Rumanian Legation is ready to accord visa but fugitive has not applied.
Since the Foreign Minister has several times asked me where the fugitive can go I have passed the above information on to the Foreign Office.
Insull applied this morning for a transit visa through Hungary which was not granted because he refused to name country of destination; also applied for visa through Syria with apparent destination Russia. French Consul has asked instructions. Two days ago he applied for transit visa through Bulgaria which Consul says he will grant if visa for country beyond Bulgaria is obtained first.
