The German Secretary of State for Foreign Affairs (Bülow) to the American Ambassador in Germany (Dodd)36
Mr. Ambassador: I have the honor to inform Your Excellency that, on the basis of the law in regard to the Chief of State of the German Reich of August 1, 1934, which entered into force on August 2, 1934, the office of President of the Reich has been united with that of the Reich Chancellor. As a result of this, the powers which have hitherto pertained to the President of the Reich have passed to the Leader and Reich Chancellor Adolf Hitler.
The official designation of the German Chief of State is “the Leader and Reich Chancellor” for internal German official communications, and “the German Reich Chancellor” in official communications with foreign countries.
