For your information, the President made public this afternoon an exchange of messages between himself and the President of the All Union Executive Committee, Moscow, in consequence of which it is to be expected that the Russian Government will send to Washington [Page 796] Litvinoff, Commissar for Foreign Affairs, to discuss questions outstanding between the two countries. In commenting briefly to press correspondents upon this action, the President explained that this step does not constitute recognition.
