Memorandum by the Acting Secretary of State
The Polish Ambassador left the accompanying memorandum29 with me this morning. I said I did not wholly understand the last paragraph and would be very glad to have a further explanation; was I right in thinking that his Government was prepared to include in the budget a provision for a debt payment. The Ambassador said [Page 907] that he could not give me any further information than that given in his instructions; at the same time he gave me the impression that this was the meaning of the final paragraph of his memorandum.
The Ambassador spoke about the importance of debt settlement and said that it was his ambition to arrive at some settlement; he emphasized the importance of it.
