The Italian Ambassador (Rosso) to the Acting Secretary of State

I have been instructed to inform you that, referring to the contents of the communication which this Embassy has addressed to the Department [Page 893] of State on the 14th of June last, with regard to the war debt, the Italian Government proposes to make on the 15th of December next a further payment of one million dollars in acknowledgment of the debt pending a final settlement.
