The Italian Government has inquired with reference to the possibility of a discussion in the near future of the debts owed by that [Page 889] Government to the United States. You will have observed that an announcement has already been made that this Government is prepared to enter with the British Government upon a discussion of its debt, which must be concurrent with and conditioned upon a discussion of the world economic problems in which the two Governments are mutually interested. I am authorized by Mr. Roosevelt, the President-Elect, to say that he will be glad to receive separately at Washington a representative or representatives of the Italian Government for discussions having a similar scope and purpose after the proposed discussions with the British Government have been completed.

Inasmuch as requests for similar discussions have been made to this Government by several other governments, the order in which these discussions will separately take place will be determined later, and appropriate notice of the date for discussion with your Government will be suggested in due course.
