Excellency: By notes dated November 28, 1932,62 December 15, 1932,63 and June 13, 1933, the Estonian Government had the honour to inform the Government of the United States of America of the economic and financial reasons on account of which it had not been in a position to effect the payment of the installments due on December 15, 1932, and on June 15, 1933, under the terms of the Debt Funding Agreement of 1925, and to request the Government of the United States of America to agree to a friendly exchange of views regarding the possibility of a reconsideration of the Debt Agreement of 1925.

In view of the circumstance that the economic and financial conditions in Estonia have up to now not shown any improvement, I have the honour to inform Your Excellency that the Government of Estonia will unfortunately not be able to effect the payment of the installment falling due on December 15, 1933.
