Your 598, April 1, 3 p.m. Your telegram raises questions of such importance and appears to imply (especially in paragraphs c and d) a viewpoint so at variance with the spirit of our publicly expressed [Page 79] position in favor of the abolition of heavy mobile land artillery that, before formulating any conclusions, we should like to have the views of Norman Davis who went over the problem thoroughly with the Chief of Staff12 before sailing. Please therefore repeat your 598 and this telegram to Davis in Paris. Upon receipt of his comments, we shall ask the War Department to undertake the necessary technical studies in time for the consideration of the question by the General Commission.
