My Dear Mr. Castle: Referring to our conversation on February 9th about the Swedish Government’s willingness to cooperate with the United States Government with a view to a concerted action between the arms-producing countries in a certain situation, I beg to [Page 363] inform you that I have now received a telegram from my Government to the effect that my assumption was correct that it would be willing to cooperate with your and other interested Governments in the direction outlined in the resolution now before Congress.
