If the President of the Conference invites you to attend a meeting for the purpose of consulting with him and the officers of the [Page 308] Bureau as to the course to be followed by the conference, we agree that you should accept.

In case there is a tendency to limit conversations to a group of only five or six Powers, it is well to bear in mind that while the chief immediate obstacle to progress in disarmament is in Europe, the problem nevertheless is a world problem and conversations, if they are to succeed, should be extended as soon as possible so as to include Russia and Japan, as well as other interested European States.
