In accordance with your suggestion, you are authorized to “intimate” to Spanish officials that publication of your note of November 23 may be made at any time.

The Under Secretary will see the Spanish Ambassador today, give him a copy of the note, and reiterate our stand.

We have just discussed the situation further with Page who believes, on the basis of Rock’s report on Saturday, that action by the legislature with respect to the Bill will probably not take place until after December 3, by which date the company will have filed its brief. Hence the New York office believes that the note should not be given out yet. Should you and Rock decide that the time for publication has arrived, please inform us immediately.
