The Secretary of State to the Minister in the Netherlands (Swenson)
Sir: The Department refers to the negotiations which have taken place between the Government of the United States and the Government of the Netherlands for the conclusion of a reciprocal air navigation arrangement.
[Page 498]On December 16, 1932, Mr. B. Kleijn Molekamp, Chargé d’Affaires ad interim of the Netherlands, called at the Department of State and stated that he had received a telegram from his Government informing him that the text of the air navigation arrangement between the United States and the Netherlands as agreed to in the negotiations would be published in the Netherlands on December 17, 1932. In view of this information the Department gave the text of the arrangement to the press on December 16, 1932, in time for publication on December 17, 1932.10 It was explained in the press release that the arrangement will come into force thirty days from the day when the ratification thereof by the Queen of the Netherlands is notified to the Government of the United States.
