I have concluded after careful consideration that it would not be desirable for your credentials to be presented until after the experts appointed by the International Committee have investigated and their findings have been examined, particularly with reference to the so urgently needed humanitarian and social reforms. Your relations with the present Liberian administration should be continued upon the informal basis as outlined in the Department’s 24, February 20, 1 p.m. If it is necessary for any written communications to be addressed by you, they may be signed by yourself without using the official title following your name or in the address.
