My despatch No. 2301, February 25th.27 President Olaya informed me this morning that although budget had been reduced and balanced as American bankers had demanded, they told him this morning they were unable to pay over $4,000,000 as they had clearly promised because British Minister is insisting on prior payments on Supía Marmato claim.
