95. Reference my 92, August 4, 11 a.m., the Haitian Congress adjourned late Wednesday night. Both Houses passed the provision conferring [Page 516] extraordinary financial powers upon the Government but we have not yet been able obtain a final copy. The Minister for Foreign Affairs assures me however that the provision will give the Government adequate authority to adjust the budget so as to obtain the accord of the Financial Adviser.
