Sir: The receipt of your note of August 10, 1931, in which you are good enough to inform me of the great pleasure the signing of the [Page 510] Accord of August 5, 1931, which constitutes an important step in the carrying out of the recommendations of the Forbes Commission has afforded your Government as well as the Nation it represents, is acknowledged with appreciation, and I am happy to advise you that the successful conclusion of these negotiations is also viewed with deep satisfaction by the Government of the United States.
Your message of gratitude to the President on this occasion and the expression of good wishes on the anniversary of his birth will be conveyed to their high destination.
