The Minister in El Salvador (Curtis) to the Secretary of State

125. A noon newspaper today published a statement signed Ministry for Foreign Affairs to the effect that press reports from Guatemala that the United States does not recognize the present Salvadoran Government are lacking in truth since the diplomatic representative of the United States has not yet said anything on this subject. Until last night the local press contained absolutely nothing indicative of our position and then published only telegrams from Guatemala.

After considering the matter fully with Caffery and in complete agreement with him I went this afternoon to the Minister for Foreign Affairs of the de facto government and read to him part of your telegram No. 71 [70], December 18, 6 p.m. concerning non-recognition of General Martínez.
