121. Your 69, December 16, 7 p.m. Mexican Minister informs me that in accordance with the Estrada doctrine²⁷ relations between Mexico and El Salvador have not been interrupted but that he has taken no action beyond acknowledging receipt of a note informing him of the change of government.
