Sir: With reference to my despatch No. 1006 of April 17, 1930, regarding attempts to tax American institutions under the provisions of the law relating to the so-called tax on donations and bequests, I have the honor to enclose herewith, in translation, the text of a decision of the Council of State of July 2,40 to the effect that the American School at Göz Tepe is not subject to taxation under the law in question. I have no doubt that this decision will serve as a most useful precedent for the future and I believe that the dangers described in my despatch No. 1006, may now be considered as no longer imminent.
