The Minister in Rumania (Wilson) to the Acting Secretary of State

Bucharest, January 16, 1930—noon.

3. Department’s telegram No. 19, Dec. 11, 6 p.m.2 Note from Foreign Office states that, owing to numerous commercial treaties under negotiation, Rumanian Government will only in February be able to begin negotiations with United States. Department’s draft treaty still being studied but Legation will be furnished next week with draft of treaty proposed by Rumania. Note adds Rumanian Government desires to conclude consular convention at same time as commercial.
