27. For Parker Gilbert. Lee, Higginson have no information to the effect that their agreement is in any way conditioned upon Department’s approval. They say that they have discussed the matter with Schacht19 and others whom they regard as representing most conservative German circles, and that French officials have given this matter their approval in principle. Are Lee, Higginson mistaken in every one of these matters?
