Your 121, June 26, 10 a.m.37 Please make it very clear to President Roy and if necessary to the members of his Cabinet that this Government feels that there should be no changes in the organization or operations of the treaty services during the term of the temporary government in Haiti. The temporary government was established for the sole purpose of holding congressional elections and preparing the way for a new permanent government. When the latter is installed the Department will be glad to consider and discuss with it such changes in the work of the treaty services as may in the opinion of the two governments seem advisable.
