18. Department’s 5, June 13, 6 p.m. Yesterday afternoon I submitted Department’s inquiry to the President who said that he would submit a bill to Congress in August providing for extension of threesucre tax on cacao exported and for payment of debts of Association from proceeds of tax, foreign and domestic creditors to be treated alike.
He will urge the passage of the bill but he does not feel like predicting its fate.
The subject has not been discussed in the newspapers for several months so that it is difficult to form an opinion as to public sentiment and still more difficult to predict the action of Congress.
