22. A plan for stabilizing Cuban sugar values and for the extension by the banks of much-needed credits to mill owners and planters has been formulated by representatives of each as the result of numerous joint conferences. Plan is favored by President Menocal. Will communicate in all necessary detail with my recommendation [Page 794] when I have completed my study of the plan which is to be submitted to me in writing today. Plan will probably produce desired result here. Whether it is just and fair to the refiners and to the consuming public remains to be determined.
