Department’s No. 161, September 30, 2 p.m., and letter September 21.58
Postmaster General informs Department that indebtedness of Cuban Government to Post Office Department on account of postal money orders is now approximately $500,000. Postmaster General states that it is extremely embarrassing for the postal money order system of the United States to finance that of Cuba in a sum aggregating half a million dollars; that the money order fund is greatly embarrassed by the non-payment of this amount rightfully due under the terms of the Convention.
In view of the above, and of the positive statement of President Zayas to you59 that the amount due would be paid in fifteen days from August 25th, the Department desires that in case the loan of $5,000,000 is negotiated in accordance with the Department’s telegram of September 30, 2 p.m., and in case the amount due is not sooner paid, it be specifically provided in the loan contract that this sum be paid out of the proceeds of the loan.
