My 139, December 14, 10 a.m. British Minister and Costa Rican Government last evening reached an agreement concerning convention requiring approval of Congress under which Amory and Royal Bank claims are to be submitted to arbitration of Chief Justice Taft.²⁵ British Minister left this morning for Panama.
