144. My 139, December 14, 10 a.m. British Minister and Costa Rican Government last evening reached an agreement concerning convention requiring approval of Congress under which Amory [Page 668] and Royal Bank claims are to be submitted to arbitration of Chief Justice Taft.25 British Minister left this morning for Panama.
